Safety21 has acquired a minority stake in CASV, a Spanish technology company serving local administrations and law enforcement agencies. The transaction, announced on 30 June 2026, strengthens the group’s presence in the Iberian market and supports its ambition to build a leading European platform in enforcement, smart mobility and digital infrastructure management.
CASV, founded in 1998 and based in Barcelona, supports municipalities and public bodies across Spain with technologies for road safety control and enforcement, with specific expertise in the validation, management and collection of fines generated by electronic speed control systems. The agreement, signed with CGI, CASV’s majority shareholder, also includes an option allowing Safety21 to increase its stake in the future and acquire a majority position. Following the transaction, CASV will continue to operate under its current management and will adopt the new CGI21 brand.
The partnership will combine CASV’s local market knowledge with Safety21’s proprietary technologies, industrial resources and know-how. The aim is to accelerate the development of new solutions, expand the offering for public and private clients and support further growth opportunities in the European smart mobility market. The transaction is part of Safety21’s broader development path, supported since 2021 by BU Bregal Unternehmerkapital, and represents another step toward the creation of a pan-European GovTech player focused on safer, smarter and more efficient mobility.
